Trade Updates: What Businesses Need to Know in September 2025

As international trade evolves, staying on top of regulatory updates is essential for smooth operations. Two important EU changes are coming into force on 1 September 2025, and they will directly affect businesses moving goods across borders. Here’s what you need to know:

1. Completion of ICS2 Release 3 for Road and Rail Carriers

The EU’s Import Control System 2 (ICS2) is reaching its final stage of implementation. By 1 September 2025, all road and rail carriers — including Roll-on/Roll-off (RoRo) movements between Great Britain and Northern Ireland — must comply with ICS2 Release 3 requirements.

What is ICS2?
ICS2 is the EU’s advanced security and safety system for goods entering its borders. It requires carriers to submit detailed information about shipments before arrival, helping EU authorities manage risk more effectively.

Who will be affected?

  • Road and rail carriers moving goods into or through the EU

  • Logistics providers and freight forwarders involved in RoRo movements between Great Britain and Northern Ireland

What this means for your business
If you are involved in cross-border transport, you’ll need to ensure your systems and processes are fully aligned with ICS2 reporting requirements by September. Failure to comply could result in delays, fines, or rejected shipments.

2. Launch of the New Computerised Transit System Phase 6 (NCTS6)

At the same time, the EU will introduce Phase 6 of the New Computerised Transit System (NCTS6). This update adds a new functionality: the Transit and Safety and Security Declaration (TSAD).

What is new in NCTS6?
With TSAD, users will be able to submit a combined transit and safety/security declaration, simplifying the process and reducing duplication.

Who will be affected?

  • Carriers, logistics providers, and freight forwarders using transit procedures within the EU and Common Transit Convention (CTC) member countries.

What about the UK?
For now, the UK has opted out of using the TSAD functionality. However, the government may consider adopting it in the future after consulting with the trade community. Businesses should keep a close eye on updates.

What this means for your business
If you operate in the EU or CTC countries, you may benefit from streamlined processes under NCTS6. For UK businesses, this change is not yet in force, but preparing your team for possible future adoption will put you ahead of the curve.

3. Preparing Your Business

Both changes highlight the EU’s push towards digitalisation and enhanced security in customs procedures. To prepare:

  • Review your compliance processes and IT systems now.

  • Provide training for your logistics and compliance teams.

  • Stay informed about whether the UK will adopt TSAD in future.
